PIJL researched Ukrainians’ concerns and hopes about military service

The Public Interest Journalism Lab (PIJL) presents its new sociological research and recommendations "Mobilising hearts and minds in wartime: Ukrainians’ concerns and hopes about military service", developed in collaboration with the Kharkiv Institute for Social Research (KhISR) and international experts.


The project was carried out by doctoral researcher at the University of Birmingham Jaroslava Barbieri, co-founders of the PIJL Nataliya Gumenyuk and Angelina Kariakina, PIJL researcher Maria Montague, author and researcher Peter Pomerantsev, as well as the KhISR director Denys Kobzin and leading expert Andriі Chernousov.


Since the start of Russia's full-scale invasion, Ukraine has paid an immense price in both human and material terms. Despite this, the will of Ukrainians to resist has not been broken. However, understandably, losses at the front affected the population's morale in the third year of the big war. In addition, Russian operatives have been actively exploiting any existing controversies to sow confusion and break public trust. Today Ukraine is facing acute manpower shortages, prompting the government to find new ways to replenish its reserves.


We conducted a qualitative study of attitudes towards mobilisation among various focus groups: military personnel, civilian men, wives and mothers of servicemen and men of conscription age, veterans, and young people who have not yet reached conscription age. This has led to a better understanding of what fairness in mobilisation means and what actions are most likely to succeed in assuaging people's current concerns about joining the army. Giving these concerns the weight they deserve is critical for designing a strategy for victory that proves to be not only effective but also just.
